THACCA Platform is the central digital platform for the Thailand Creative Culture Agency, a government body under the Prime Minister's direct supervision that drives Thailand's Soft Power strategy across 11 creative industries. SUFFIX handled UX/UI design and full-stack development, building a unified system that covers news publishing, a creative works showcase, grant applications and fund management, and review dashboards for committees and sub-committees tracking project progress — with AI-powered automatic translation built into the back-end.

Objective

Designed and developed the central digital platform for THACCA, Thailand's creative culture agency, covering 11 soft power industries with CMS, showcase, grant applications, fund management, and committee review dashboards.

Outcome

An agency overseeing 11 industries simultaneously, with a national fund, four tiers of committees, sub-committees for each sector, and grant applicants from both individuals and government bodies — if each function runs on a separate system, data scatters and oversight breaks down. SUFFIX designed a platform that consolidates every workflow into a single point: from announcing grant rounds, submitting proposals, reviewing and approving applications, disbursing funds, tracking milestones, to closing projects and publishing outcomes to the showcase. THACCA (Thailand Creative Culture Agency) operates under the Prime Minister's Office as the central body driving Thailand's creative culture policy — from strategic planning and financial support to labor development, rights protection, database management, tax incentives, business consulting, quality certification, R&D support, and a One-Stop Service center.

Process

What Did SUFFIX Build for THACCA Platform?

SUFFIX took responsibility from UX research through full-stack development. This was not just interface design but systems architecture for a platform serving six distinct user groups simultaneously: the general public, individual grant applicants, government agency applicants, committee members, sub-committee members, and THACCA administrators. Each group sees different data and accesses different functions through role-based access control. On the back-end, the platform connects via API to existing government systems including Tang Rath (Thailand's digital government portal) and public budget systems. AI-powered automatic translation is integrated into the back-end, supporting Thai and English with the architecture prepared for ASEAN languages in the future.

 

Why Does a Soft Power Platform Need to Centralize Every Workflow?

THACCA oversees 11 industries: food, film and series, music, sports, festivals, tourism, art, books, design, fashion, and gaming. Each sector has its own specialized sub-committee. The fund draws from multiple sources including the Government Lottery Office, seven related government funds, donations, and returns from joint ventures. If the grant application system, the review process, and the project monitoring system sit in different places, committee members have no overview of how much the fund has allocated, which projects are delayed, or which sectors are underfunded. A centralized platform solves this by connecting every workflow end-to-end, from announcing grant openings to closing completed projects.

 

Built for National-Scale Events — From THACCA SPLASH to Sector Festivals

THACCA hosts flagship events like THACCA SPLASH: Soft Power Forum, bringing leaders from all 11 creative industries together in a single venue. Beyond that, sector-specific events run throughout the year — film festivals, food expos, design weeks, and regional showcase tours. The platform supports end-to-end event management: dedicated landing pages per event, attendee registration, schedules with speaker directories, live streaming integration, and post-event data collection and impact measurement. Every event automatically links back to the main activity calendar and categorizes itself by industry sector, giving the public a single view of what is happening across the entire Soft Power ecosystem.

 

Seven Modules That Make Up THACCA Platform

The platform is divided into seven core modules. The first is a CMS for publishing news, articles, and an event calendar organized by the 11 industry sectors. The second is Showcase, a portfolio space for creative professionals and funded projects with filters by sector, type, and year. The third is Grant Application, supporting three funding types — subsidies, loans, and joint ventures — with a full review workflow from submission through approval. The fourth is Fund Management with an overview dashboard, disbursement tracking, reporting by funding source and industry sector, and a complete audit trail. The fifth is Project Monitoring with milestone tracking, progress reports from grant recipients, and sub-committee reviews. The sixth is Committee Portal with scoring, voting, meeting document management, and summary reports for the Super Board. The seventh is User Management supporting Thailand's Digital ID (Tang Rath) with RBAC across all six user groups. Every module supports two languages, with AI-powered automatic translation on the back-end converting Thai content to English in real time — reducing the content team's translation workload and ensuring the English version stays in sync with Thai at all times.
